How old is the TV? Have you checked for failing caps yet?

in protective mode the tv does not turn on and light is blinking, typically we must proceed by elimination as some faulty sections are preventing the tv to switch on. unplug the output power connectors from the power supply until the latter stop clicking. if it is still clicking after every of the output rail have been disconnected, then the power supply itself is faulty.

hope this helps!

These blinks (flashes) are fault indication. By the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside the TV. Count the blinks occur at one time switch ON, carefully. Do it once again, and make sure about the number of blinks. If the flashes are continious, non-stop, the main system control IC should be suspected. If you wish to get more details, check the site linked here. It has blinking codes detail to many brand TVs. seven blinks on this model is the SC board. it will need a new SC board and the software update for the new board. usually only authorized servicers have the software need to do the upgrade. but if you were to contact panasonic then they might be able to have it fixed for you for free since this was a defect in manufacturing. of course this depends on how long you have had the tv.
