Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Here are some troubleshooting steps that you can try that may (or may not) correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty (or repair cost approaches that of the camera), they're worth that try. Some of the later steps do involve some risk to the camera, so carefully weigh your options before deciding to conduct them:

Hi
I have a Conon Powershot
I'm not sure what would be causing your problem but try emailing the site: www.camerasandparts.com Their email should be on the site. They just specialize in service for these models and they are wonderful if you need some help with one of these cameras. They know these cameras really well since that is all they deal with so I'm sure they've seen your problem many times before. There is also a common no power problem that can happen on yours. If it hasn't happened yet you should consider having the correction performed to the screws inside of the camera to prevent the problem from occurring. Lots of G9's have the no power problem, that site is wonderful since they correct the problem with their service so you won't have that short happen. On your focus video thing, email them as it's probably just a setting. I'm sure they'll help you with it since it's probably a simple fix or a setting that can be solved by email. Good luck with the problem.
Our powershot g-9 won't power on. We tried it
These cameras often get a short from some loose screws inside. You need to have it serviced but I'd recommend a shop that is really familiar with this problem so they can do the correction inside of the camera, thus it won't happen again. The shop that just does the service exclusively on the powershots is
www.camerasandparts.com They are excellent for these and I really mean excellent. They'll service the whole camera, do the repair, and they are one of the few that actually do the correction automatically so you don't keep having this problem. If you're technical you can buy the parts and repair it on your own but you won't get the service for the camera which is nice. I hope that helps, that site I gave you has the service available on their site for your model with a no power problem. Good luck with it.
