Printers have a paper out sensor and corresponding flag that hangs down under the printer when the paper tray is removed or opened. From your description there is some issue with this flag and/or sensor which is registering the paper out signal when in fact paper is loaded into the tray and the tray is installed. Is that a compatible cartridge! Pay attention! if the printer won't print change the cartridge, don't try to print pages with a finished cartridge or you'll burn your printhead! If the cartridge is HP genuine do a cleaning cycle, if it helps, great, if it won't give the cartridge back for "defective", HP Cartridges always have a warranty Hope you found it useful!

If the led scan lens is dirty or dusty this can cause a read error. this might be your problem. If you can look at the scan section the glass might need cleaning or the mirror/scanner lens. If you let me know the model I may be able to help.
