Water supply line is freezing up
Your refrigerator is probably set too cold. The coils for the water are usually located behind your bottom drawer. Make the bottom drawer a little warmer or raise the temperature of your refrigerator a little bit.
Get a refrigerator thermometer so you can see your temp accurately.

Water & ice dispenser
First unplug the refrigarator. Remove the plastic casing from above the left hand door. Usually the electical connections for the ice/water dispenser are under there along with the hinge fittings. Through time these connections can work loose. Ensure connections are in good order, refit plastic casing and try. This should take no more than 30 mins so should not casue a problem to refrigerator stock.

If you are reading the ohms between all the terminals you should get a reading. If between one you said there was no reading. Try touching one lead to one of all three and the copper tube outside the compressor, if you get a reading the compressor is burned out. In the case of the readings between all three teminals if one shows nothing the internal bi-metal overload is open due to hard starts. Make sure the power is off when doing this and the wires are unpluged from the compressor pins, there position

Ice maker is dumping ice but arm is not fully going all the way down
Is your Ice bin filling up too much? Frigdaire did have problems with there ice makers, and I belive the new ones come with a arm extention. Your one of the lucky one's and your icemaker still makes ice! I dont know how old your unit is but they were replaceing icemakers under a factory warrenty. I could be wrong but I think they were doing it up to a 5 year old unit.
