This can be due to a faulty LOADING drive settings, It can be due to a misalignment of the loading section and so the load does not reset to the PARK CONDITION of the MODE.
It can be a aulty gear, belt or jamming in the drive.
You need to open the player, remove the mechanism and manually check the forward and loading motion which can confirm. If the belt or the drive is jammed this can be checked and replaced or reset.
Check the mode switch settings of the forward loading.

There is a small capacitor on the power supply board, if memory serves me it is 220uf cap at 16 volts or higher, increase value to 470uf with a higher voltage rating. once the part is replaced the machine will function.

It's not the outage that causes the issue, it is the power surge when it goes, often caused by a lightning strike of 100,000 volts, and also a surge when the power comes back on. If it took out one board, it took them all out, because they are all connected together.Change all the boards, but I bet it still won't work. Claim to your electricity utility company or claim on house insurance.
