If your phone screen won't light up then you will need to take the phone into to a repair store unless your phone is less than a year old. You can unlock your LG network using LG Shine KE770 unlock code for telstra. You can get that LG unlock code from third party sites or request from your network provider. Don't forget to pay some bucks for that unlock code but usually network provider will charge you more higher.

The code for the master engineer's menu which LG claims doesn't exist is 277634#*# it will open a hidden menu of options one is master reset phone to defaults without current security code. tested and verified on my shine

PIN code is a part of network service provider's security, if you dont know the correct PIN Number (Which is almost default 1234) then ask to the vendor, they will provide you. and yes if you put 3 time wrong PIN then you have to ask PUK number from the Vendors.
