This can be fixed by stretching out a solenoid spring on the power cord side of the printer. The solenoid acts as a clutch to stop the spinning developer actuator at the right spot.

Below steps are for the CLP-300 which has the same Imager/Developer. It's just a bit more involved taking off the top in the CLX-3160.

Open up the right side (power cord side) of the printer (take off top cover, then take off side cover). Then, find a solenoid (little metal square) that touches the white plastic vertical spur gear. Take the spring off the solenoid. Now, put the spring back on - only this time you will attach one anchor point to the middle of the spring as to pre-stretch the spring for more tension.

The problem is that the spring gets weak over time / the cogs round out over time and the solenoid finger is overcome by the spinning cogs, and resulting in selecting the wrong developer.

In a laser printer such as this missing print can also be caused by:
transfer belt, imaging unit or transfer roller

Where your issue seems to be in the same place each time check the transfer belt. See if there is anything on it or if it looks damaged.

The Transfer belt, Imaging unit and transfer roller are all considered consumables, just as the ink is, so it's not uncommon to have issues like this... You can purchase the replacements directly from Samsung, and probably most office supply stores.

This is a strong indication of a Drum Cartridge going bad. A drum cartridge is coated with a photoconductive material that allows electricity to pass when exposed to light. As an example of why this can be the failure, if you leave a drum out in light long enough, you will get dark backgrounds or just black pages. However, drums do wear out over time too; specifically the photo material the drum is coated with. As this degrades, more of the positive electricity on the inside of the drum gets through and grabs toner, as if the laser wrote to every square inch of it. A damaged or defective PC drum can cause black streaks/lines, voids, speckles and various other print quality problems.

There is a green tab located in the paper output section of the printer. If you side your hand below the keypad on the left side you will feel the tab sticking down. Pull the tab towards the front of the printer to unlock the scanner. Then press the Stop/Clear button to clear the scanner lock message. Hope this helps you.

It could be that your imaging unit has a problem with the developer blades. If your printer looks faded like this: The problem is with the developer in the imaging unit. The problem can be fixed by either replacing the imaging unit for $100+ or you can fix it yourself by cleaning the imaging unit. You will need simple hand tools and if you are careful restore the print quality of your printer.
