If you flip the head up and the shaver will run without the blades engaged, there is a problem with your blades. The may be installed incorrectly or damaged. Check that they are installed correctly using the video below

When removed, each cutter should turn freely inside its corresponding comb. If one or more do not turn, there is damage and will need replaced. Replacements for model PT920 can be found at shaveroutlet.com at the link below
