There is normally a small adjusting screw but it must be done by a registered gas technician because of the dangers of the flame blowing out, gas leaking and then being ignited by another ignition source and demolishing your house, as happened in a house near me. Destroyed the house and all around it 100 yards each way!

A 20 foot range is huge, it must use a lot of gas!

Ah.. it is a common thing in and around Toronto, of renovating old homes nowadays, but most make sure not to lose the old and classy look of their place. Yes, but it is not that common to find a good team of renovators who makes sure of all the works during the renovation. Some screw, some are pull out.

Screw out. Spray the thread with WD40. Turn the bulb with a rubber glove on.

Pull out, pull with a rubber glove.

Some are crafty, where is a screw off tube and then a pull out bulb with two pins.

A close up, sharp image would have helped.

While you didnt say if your oven is heated by gas or electric i am going to assume its gas and the cause of that sputtering sound is due to weak ingiter that is not fully opening the gas valve yet its just opening it a wee bit cauing it to basically starve for gas flow and sputtering all the time the gas is flowing. By replacing the igniter the gas will flow properly and stong and thusly the noise will cease and it will heat quickly.

If its electric heated let me know and i will figure why its sputtering

This is most often due to the ignitor bar aging. With time it draws less current and does not hold the regulator valve open all the way. You can confirm that the regulator is OK if the broiler works. Replacement for nearly all of these ovens is a universal part, about $35 at appliance parts stores, takes 5-15 minutes to change (depending on whether you need to pull the oven out to get to the connector).
