Yes, there is a small device inside and against the hot areas with a wire in and a wire out, it's about the size of a dime but much thicker, silver on bottom part which touches hot surface and black on other half which the 2 wires are attached. This is the regulator that shuts off the device when it gets too hot or burns out when overheated rather than killing the element. You can replace this device with higher rating perhaps but you risk burning out element faster, especially if it runs dry.

It is like almost melted in from the high heat so you need a Phillips with a fat head so as to not strip it, and a thick handle to apply a lot of torque. And you will need a bit of strength. I had exact same problemeven took entire machine apart - all fine. Solution is very simple... descale with Gaggi descaler solution. Remove filter and block, mix solution with 1.5L of water, turn on for 20 seconds, wait 20 rinse through steamer, wait 3 minutes and repeat until all solution used - rinse compeletly with clean water

you need to take it to a service center as it is still under warranty they should be able to get it fixed for you
