Welcome to Fixya. If F1 won't work. Can you please press F2 so that you will be redirected to the Bios Page. On the main page of Bios please check if the hard drive is detected. If Yes then go to the Boot Tab and please select the Hard Drive as the first bootable device. If the hard drive is not detected it means that the hard drive is bad.

2nd see if you can burn from windows, if you can it is an Itunes issue and you may need to reinstall it to resolve
If you can't burn from windows, then it may be a physical problem with the drive

Sounds like either you have a faulty drive, it is not plugged in correctly, or the drivers are not there or bad. I would try to find the drivers for your system and make sure they are up-to-date; if this does not work the system will have to be opened up to determine if the drive is faulty or just not plugged in the way it is supposed to be. Without doing some troubleshooting personally I would say these are the most likely options, always start with the simplest first rather than opening up the system, especially if you a not much of a technical person. -To open the drive you need to get a pin and insert it to the pin hole. About the drive is not being detected I will assume that it was not shown on My computer/Computer. What you need to do is Start > Run > Regedit > HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\4D36E965-E325-11CE-BFC1-08002BE10318; look for the upper filter on the right side as well as lower filter. If you can find any of those then you can chose to delete it. After you deleted the upper and lower filters restart the comptuer and check if the DVD drive is listed under My Computer/Computer.

Test your PSU or replace it if your power supply units fan is not working your PSU is faulty

One bad lead can cause a computer to continue on a cycle or to shutdown or fail to boot

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty

make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty or just replace them they are probably old and faulty ?

Open up your tower and take out the ram. Then put it back in and close the case. Make sure your power cord is disconnected when you do it. Then restart and see if it helps.

If it happens with multiple CDs, which work on other computers, then either your CD ROM is bad or Windows is bad. I would say it's the CD ROM first. It is not hard to replace, here is a video which should show you how to do it.

Base from the description of your problem it seems that the issue here is with the lens of your CD/DVD drive it can be dirty and need some cleaning to do that you can use a lens cleaner that you can get from any computer store near you and then just run it to your drive.
But after doing that and still same problem the issue here is already with a bad lens of your drive and the best way to correct that is to have the drive replace if its still under warranty.

Sounds to me like your power supply went bad. This is easy to replace however with Dell computers you have to order the power supply unit (PSU) directly from Dell or a Dell store (if those exist?). Unfortunately, they are pretty much the only company that has their own proprietary PSU so you can't just go pick one up from the store (like best buy or the like). It is easy to replace but DO NOT ATTEMPT TO FIX IT!!! Power supplies can KILL YOU. They're cheap and easy to replace. Simply unhook all the power connections and unscrew the screws from the back of your case and it should slide out. I shouldn't have to mention that of course it should be unplugged... Why did this happen? Who knows, sometimes psu's just go bad even though you did the right thing and unplugged the machine before going on vacation. Please be sure to note the wattage as you will need to replace the psu with an equal (or I suggest a little extra from the factory installed) amount of wattage. I hope this helps and thank you.

Instead of Safe Mode try using the Last Good Boot Up option.

That arrow is the way in which the BIOS is telling you tat it can't load any files - your Windows has been completely corrupted. The only thing left for you to do is to reinstall it using the recovery disk that came with it when you bought it.
