The blue screen you are seeing is probably not the regular BSOD (blue screen of death)

Wat you need is the DOS SATA drivers for your adaptor on floppy or some other suitable form (USB formatted as a floppy)

I think you may have missed it but as the XP CD is booting at the bottom of the screen was a message that said "press F6 to install additional storage drivers"

You should have hit F6

In a little while it will then ask you for those drivers and you just point it at the floppy or other device set to act as a floppy.

Now it will load them and let you continue setup.

otherwise it will quite often fail as it may no know how to find the SATA drive.

Woops -the blinking amber light of doom is a common fault on dells -
usually a solid amber is the Power supply while a blinking one indicates Motherboard problems. If machine is still under warranty dell will replace it.
If not then it will cost you to have them replaced.

Check to be sure your modem drivers are installed properly, or they are the correct version for your modem. You may need to re-install the drivers.

If the device still does not function correctly, you may need to purchase a new modem, they usually aren't very expensive.

If your monitor is fine try changing the data cable to one you know to be working. If it still does not work then the graphics card needs to be replaced.

If they were working before, just reboot. If they never have, I would reccomend contacting whoever you bought the computer from and asking if it's under warranty.

First, make sure you have no disks in the CD or floppy drive... then try loading it.
If that doesn't work, the problem is most likely in your BIOS. Make sure the hard drive is detected in the bios (the bios is accessed by pressing a specific key very shortly after you turn the PC on... usually DEL, F2, F10 or F12). If your hard drive isn't listed, then it's become unsuable and will have to be repair, replaced or simply check the wires to make sure it's all connected).
If the hard drive does show up, then the problem is in your boot sector and you can do one of two things... repair the boot sector through your windows XP installation CD, or if you only have a recovery disk, you can reinstall windows.

Remove the files in C: drive.

If you have a pick set you can try prying it out of the hole with one of the picks. If you don't have one then your only option would be to replace the motherboard.

your computer might probably having trouble communicating with your usb....problem is your usb driver might be corrupted check for driver updates on the manufacturer website
