all fans work, not stated and is 1st ,overheated is bad.
PSU fan, CPU fan and if present GPU fan all working perfectly
and heat sinks not packed lint as ALL DO 12 years old and never serviced. timely.
NO OS stated, you posted an old m7650n , PC. desktop
then fail to say its XP the dead OS and virus magnet?
no screen stated, is the screen old to, Monitor with old Dead
or near dead CCFL tubes (blackground)
what we do on all relics this old
1: test the monitor on a good PC?
or
2; test the PC on know good Monitor.?
easy no/?? simple tests, 1/2 the problem solved.
all that above from word "FADES" (wish could see it and watch)
lets say (i toss a coin) that the monitor is good.
PC bad.
PC needs a good power supply next.
what VGA jack are you using ,most desktop ,or many
have 2 jacks, one is main, board video
other is add-in board PCI card video, which one are you using
i cant see it.
ever see the PC run ok for a week? or just found this at garage sale. for $5?
matters big time as others tend to mess up parts inside guessing.
One error is not using the upgraded video card power aux jack
for 2 reasons, dont understand it, or forgot or the PSU doesnt
have that extra ATX2 wired power cable, rendering the aux vga card useless...... see how easy it is to mess up video.just that.
is the MOBO
RTC coin cell good, over 2.9vdc with a meter?
if not get rid if that first. never seen one this old good , me.
then get the BIOS screens working first, forget the OS. for now.
then we can work that.. BIOS screens HOLD good.

still has PS/2 keyboard, if yes, HP keyboard? still?
try another keyboard, in cases keys are stuck? !!!!!!!!!!!!!!!
if the screen does not fade in bios, then say that ,
as that is a whole other set of problems and causes.

if 2 DDR sticks try each one at a time, in bank 0?
