try to run with chkdsk command and if it is fail kindly replace the disk.

Change the VGA cable from the monitor, first but sounds like it's the video card that's failed. I would check the monitor with another computer to make sure it's not that.

sounds like hard drive dead or your boot files corrupted and your hard drive has no input power. could be power unit weak or your hard drive could have died..they do wear out. do you hear any fans spinning? there are fans to keep your pc cool. one big one for chasis and one small on over processor chip(heatsink). if the smaller fan(especially) does not spin then PC will not boot because chip will heat up and break if no fan. system will protect itself from this by not starting. open chasis and check if small fan is working. if not this is cheap fix. if it spins then hard drive or graphics card may be bad, which gets more expensive. shop will charge average of $75 dollars to analyze-just to tell you what is wrong, not to fix it.

If you put another video card in, it disabes the on board one and you would be back in business.

What OS are you running? Can you access your OS in Safe Mode ? If so: access the Device Manager (by right-clicking on My Computer, selecting Manage from the available options. Then select Device Manager on the right). Uninstall your Matrox display card. This forces your computer to re-install it, with default settings when your computer restarts. On my Windows 8 system: (Window key + P) bring up a menu that lets me select whether I want to use my Primary Display only, have things Duplicated over both displays, have things Extended over both displays, or use my External Display only. Holding in the Windows key, then pressing the P key once - cycles to the next available option. Letting both keys go, selects that option. Keep doing this until the display that you want to use initialises. You should then be able to make the changes to the settings that you want to.

An Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard. Since you replaced the power supply, my guess is that the motherboard has a problem. Just to make sure that nothing else is causing the problem, remove any PCI cards like modem, video card, sound card, etc... Remove the memory modules and disconnect cables to CD/DVD drives. Depending on how secure you need the data erased: The easiest way is to create a new account with a different name (with administrator privileges). Logout of your account, login to new account, delete your account and all data associate it. Your data MIGHT be recoverable with recovery software but WON'T be readily available to anyone without recovery software. If you need ABSOLUTE data erasure - remove the drive and melt it with a blow torch. Don't want/need to destroy the drive? You can remove the drive, connect it to another computer (either internally or externally by using a USB adapter), and overwrite the drive with all zero's. I dont start in safe mode i start normal boot up if there is an option. It could be anywhere from corrupted data to a bug but this has happened to me on my virtual machine and i have to reinstall it to fix. Hope you get an answer to it. If you cant then install the software to a new hard drive and make a D:/ directory, when you do this copy all of you old hard drive onto the D:/ drive and it should have your old files on D:/ while booting on C:/. Dont only rely on me i could be wrong. :)
