It depends on the model/make of the phone you have before, but you have a couple of options.
In your contacts, there should be a setting to back-up your contacts. From here, you'll need to choose to back them up to the device or the sim card. If you back-up to the sim card, it will probably limit the number of contacts you can save.
If the old phone is an Android device, you can select to back your contacts up to your google account, after which point, you can relog into your google account on the new phone and the contacts should automatically be synced with the new device.
If you do restore from a sim card, on the new phone, put the sim card into the phone, then go to your settings, within contacts, and import contacts from sim.
So, from the old phone "Export contacts to sim" and on the new phone "Import contacts from sim."

I'm 100% sure on the Xperia T(I have a ZL) but with most off the Xperia's there is some sort of removable back panel or a hinged flap that opens up under the panel/flap there is a orange button that you will need a pen to press and hold. hold this button down while holding down the power button it should vibrate once, keep holding the buttons then it should vibrate 3 times, now let go of the buttons and your phone should stay off.
I also used to have an xperia u and it also produced the same problem. First i tried to simply reinstall the whole operation system on it, this you can do through the sony update service software via your pc. If this does not help, (and this helped me only once) next time i simply took apart the phone, and tried to clean it checked the contacts within it (all the copper parts). After putting the device back together, my camera was working again. For the taking apart process you will need special tiny screw drivers.
