It's possible that your PC is not receiving adequate power from the power supply unit (PSU) to power everthing in use and the USB devices that you are attempting to connect. The USB port provides power as well as data connection. If you know it, what is the rating of the power supply unit in your computer?

PSU's are easy to upgrade, and some stores will let you return them if that's now what you need. (CompUSA (R.I.P.) was my favorite for troubleshooting repairs. By it, test it, bring it back if it wasn't the fix you needed.) Find someone you know/trust who know's what they're doing, or bring your CPU to a PC repair facility and let them test your computer and do the needed repair/upgrade there. Just be ready to spend a few more bucks.
