Dab the cartridges on a tissue and see if the image comes out solid, ink I mean. By doing this you can rule out the cartridge. Don't assume that fresh cartridges are okay. I have been in the printer business for years and seen many cartridges that are defective from the shelf.

"I have a Kodak ESP Office 2170 Printer Both ink cartridges are new and I've cleaned the print head and calibrate printer did both about 3 times.

Cleaning printer head kit

To help you assist with cleaning printer head for Kodak printer and copier, please follow the steps mention below:
-Press 'Home' on the printer control panel.
-Press the down arrow button until 'Maintenance' is selected, then press 'OK'.
-Press the down arrow until 'Clean Print head' is selected, then press 'OK'.

Printer says ink cartridges not installed. both are new and installed properly

Happens to me a lot I keep removing and replacing them 1 at a time until the message goes away.
