It really depends on the specification of your machine. If it had Windows 7 or 8 on it before then it should run Windows 7 again no problem. You can install that. If it had Windows XP or and earlier version of Windows then it may not be a high enough Spec to run Windows 7.

unplug your modem and router (if you have one) leave them unplugged for 15 seconds or so. check your browser settings

There is no SD slot on this XP computer, you need to fit a USB reader into the USB socket then you can connect the SD card via that. Check if it takes your type of SD card (micro, standard, min)
