From what you describe it sounds like you have some kind of hardware problem possibly related to the hard-drive connection. Try starting it with the hard-drive removed it should at least show the bios screen. If it doesn't then you should start removing hardware(CD-ROM, RAM, etc) using a process of elimination. If you don't want to go though all that you could just sell it on eBay for part.
Connect it to another screen using the vga connection, which is the blue connector on the laptop. If it comes up the same it could be your video card. If it is fine on the other screen then it is your LCD, which might cost you around 400$
That I know of there is no 100% security. If these laptops are wireless, then I would suggest making every effort to hard wire these. If they are already hardwired then someone probably has your IP address. A way around this is to contact your ISP and get their help in giving you a dynamic IP address. Then I would look at your firewall, i.e. is it on? At this point, again with your ISP's help you can limit your connection to only specfic IP addresses. This should narrow your window considerably. A data collection program may have been installed on your computer. The only way to remove it is to format or replace the hard drive. Using what I said above and replacing your present hard with a new one and making your present one an external, non-bootable drive should just about get you to as close to 100% as possible.
This maybe a case of a bad boot sector on the hard drive.
On boot up try pressing F8 to get you in safe mode, right click on your 'C' drive>properties>tools>error check. and let it do a disk check.
If unable to get in safe mode you will need a copy of Windows to enable you to do a repair by setting your pc to boot from cd in the bios and will ask you to press enter to boot with cd.
When Windows has installed all set up files, press 'R' for repair and 'NOT ENTER' as this will install windows again formatting the drive.
When prompted press enter when it asks for admin password(as there won't be one).
Look down the list for 'Repair MBR', press enter and also 'SCANNOW' as this will scan your drive for errors, press enter.

There a few issues that can cause this, the obvious one is that the battery has failed internally, but it can also be a charging software issue. Try this. Unplug from the mains supply. Remove the battery. Leave the computer for 2 hours. Press and hold the power button for a full 2 minutes. Replace the battery, plug back in, count to 10 and power it back up.
Has the motherboard battery ever been changed? They are critical to the health of the motherboard and the machine in general.
If you have no internal hard drive installed you won't get it to work correctly as the hard drive is where the data is stored for the operating system.

mute the speakers if still sounds noisy the fan inside is packed in lint and needs to be cleaned out or overeheating is bad news.
why not ask a shop to look into this.
