Sodering bios to reset password
Remove the coin cell battery on the motherboard for a few minutes, long enough for the bios to reset. Reinstall the battery, boot the PC and reset the date and time.

When I type words slip out of the sentence and attach to other parts of the sentence, out of context and I have to cut and paste that part back in
What you will likely find is that the bottoms of your hands are touching the trackpad causing the cursor to jump around, this is very common with laptops. You can often disable the trackpad if you will be typing for a while or if you use an external mouse. Most Toshiba laptops have a "hotkey" to disable the trackpad temporarily. The ones I have seen are usually on F9, so you hold down the "Fn" key (bottom left side next to Cntrl), then press F9. This is a toggle and will enable and disable the trackpad. I almost always use a mouse with my laptops just for this reason. Some laptops, (usually HP) will have an actual button near the trackpad that will disable it temporarily for extended typing.
The trick is often to just learn how to type without letting the bottoms of your hands touch the pad, and you will find this issue disappears.

How to reset the bios password
In some cases its removing the CMOS battery inside the laptop and powering on with no main battery and no charger connected. Before putting it back together. The CMOS will not only loose the password, but it will also loose its settings including the time and date.
If you can load the laptop otherwise, Toshiba used to offer a windows tool for changing some CMOS options including unconditionally changing the password.

No bootable device restart system
This can happen if the had drive fails, or if the BIOS "forgets" what device it is supposed to boot from. That can happen if the motherboard CMOS gets reset or if the CMOS battery wears out. Go into the BIOS and check that the hard drive is being recognized. This is usually depicted on the main screen. If it is not seen, there is a good chance there is a hard drive problem. If is IS there, then check in the advanced options to ensure that the hard drive is listed as the first boot device.
