Hello, Pull the battery from the laptop and see if it will powerup without the battery in. If not the charger is bad, if it does then the battery is bad.

You could try removing the display device in device manager then rebooting. At boot up windows will reinstall the drivers. Check for new display drivers at Dell's support site.

try doing a factory reset on the device for a truble shooting step if that duse not work then i will have to say call up the compiny and see what thay can do for help
