The dishwasher won't fill up
This can be caused by a couple different things. Either the water valves are not getting power or are faulty not allowing water to enter.
Or if water begins to enter but quits, then the water level sensor could be bad. Lastly the timer on the control board could be faulty but can be tested with a meter.

Top Arm not spinning
Hi,
I have an older dishwasher also and recently my wife alsocomplained about it not cleaning right... so me being the man I am tried invain to clean the things... Bought new spray arms online and installed them inminutes...now the thing works like new... However I have also found that if theheating element goes bad then that also can mess things up bad... So I wouldbuy new spray arms, and also check out the heating element to make sure it isworking... Here is a tip that will help you with the online buying...

On a Whirlpool Gold dishwasher,
Hi there,
Well first of all you can switch off the dishwasher for 5 minutes and check them again.
if further you have the same problem it means it's the heater malfunction (sorta) this failure code is generated when the unit does not sense a 5 degree rise in water temperature with in 15 seconds (give or take depending on model) some of the earlier models could show code under certain circumstances such as incoming water to cold.
with control off alternately press high temp scrub and heated dry till all the lights flash on and it will go into a diagnostic mode hit cancel/drain button twice and retry using the dishwasher if the code persists try running Your kitchen sink until water is hot then running the dishwasher if the code comes up again begin inspecting the heater in bottom of wash tub for damage or signs of shorting also pull out from under the counter to inpect wiring to the heater, if these look good test the safety cutoff towards the front bottom of the unit small black and silver button sized componant with two wires to it for continuity.
still ok remove the thermistor from bottom of pump and clean it and test the ohms according to the tech sheet on the back of the toe panel on front of dishwasher, if this is ok test run the dishwasher with a high temp scrub option selected and test voltage to the heater at the two connectors directly at the heater if there is no voltage and You have properly checked the previous items the control has a bad heater relay and will require replacement.

There is power to the dishwasher but nothing works
You have to do a bit of troubleshooting with a voltmeter. You need to make sure there is 120 volts at the connection box of the dishwasher. You cannot use a proximity voltage tester, because that doesn't identify the presence of the neutral conductor.
Then make sure that the control board also has 120 volts. Check for fuses inside the control panel. If you have voltage, at the control board, then you need a new control board

Long Run Time and dishes don't dry
I do not think that the temp censor is fualty as if this was the case it would more than likely get so hot that plastics would melt but as you say the element is not hot and the machine does eventually continue this leads me to believe the element is blown or just not heating as it should I would tend to replace it,but what you can do is before you remove the element take the wires off the element and test it with a multi meater to see if you get a reading if not then you know the element is fualty and replace.
