I had the same problem

The trick is that the 5 bolts must not be removed.
Instead, the tub must be lifted with the metal base over the shaft.

MORE THAN LIKELY IT IS YOUR WATER PUMP. WHICH CAN BE BOUGHT FOR 25.00 TO 45.00 DOLLARS. LAY YOUR MACHINE CAREFULLY ON ITS BACK. UNDERNEATH YOUR MACHINE YOU WILL SEE THE PUMP. THERE ARE TO HOSES GOING TO THE PUMP HELD ON BY CLAMPS. REMOVE THE CLAMPS THEN PULL OFF THE HOSES. AFTER HOSES ARE OFF YOU WILL FIND TO CLAMPS (BRACKETS) THAT ARE HOLDING ON THE WATER PUMP, REMOVE THEM AND WATER PUMP WILL SLIDE RIGHT OFF. PUT ON NEW PUMP AND PUT ON EVERYTHING YOU TOOK OFF PREVIOUSLY. NOTE: WHILE MACHINE IS ON ITS BACK YOU SHOULD CHECK HOSES AND PLASTIC TUB FOR ANY CRACKS OR HOLES IN THEM. IF NONE ARE FOUND CHANGE YOUR PUMP.

It is so common that the washing machine can make terrible noise in many ways and is a common fault. In all occasions it is important that your observation is most important and so is vital to the identification /rectification and solution. If you have noticed that machine is vibrating when it is running then the motor /drum suspension has to be inspected. Since these fittings are located on the underside of the machine it is important that you look for the noise with a good inspection lamp. Manually turn the motor and drum and listen for the noise, if so the motor bearings, the drum agitator shaft and fittings must be checked. Also the suspensions which include the shock absorbers and springs, the body clamps must be checked to be in correct alignment and not changed in position. Tightening of the mounting is also very important. Finally in most cases a drop of OIL or smear of grease on the moving parts cane solve most issues.

Possible that the program controller is faulty if there is fault in the wash cycle. It is to be confirmed with a voltage check on the motor when the program comes to the SPIN cycle. If so there is no output from the program controller unit.

It seem like no one on the internet would answer this question but i figured it out just by luck!!!
Make sure the springs are not on top of each other. That could be one problem. If they are not look under the washer and grab the big spring and try to push it until it starts to move, when it starts to spin push up and the whole thing will lift up.(I know it dont look like there is nothing down but trust me it is).

remove the control,panel,then the 2 brass colored clips under the panel,then tip the whole cabinet towards you and set aside,the pump is in the front under the tub,remove the hoses and check for foreign materials as in coins,nails,etc that can block the pump

This is very common in top loaders as the weight of tub n cloths combined cause the shaft of the machin to be frictinious.
This can be solved by pouring some machin oil or kerosin in the tubwalls from sideholes.
