If the fan in the power supply is not running it might be due to old age and dirt and lint keeping it from turning. In almost every case I just replace the fan in the power supply and every thing is ok. If the power supply doesn't keep cool it will shut down on thermal overload.

That power supply is probably dead. try your motherboard witha known-to-be-good power supply to determine if your system has survived. IN my experience the failrate for antec sp450 watt psu is close to 40% over 4 years (300 pc:s at university), so there is a high probability that your psu is unrecoverable.

gud..!! it seems u may b a professional handling power supplies, if u r not refer to ur system admin/a professional....

however, itz quite common smps problem..guess the 'pg(violet +5v)', 'sb(if present, grey +5v)' n +3.3(orange) signals r fine..the problem probably lies in 'oscillator and error amplifier ic', or pwm switching regulator circuit..look for defective protector-transformer/resistance(esp 4.7k)/mosfet..
replace the smps with a standby n see if rectified..!!

if itz not the smps, then it must b ur main/mother board..see with a debug card for mb error..may b short..look for defective capacitors(esp above 1000mfd)/mosfets..go through the mb's south bridge n the circuit lie around atx connector....

The easiest and safest way is to purchase a power supply tester. Just unplug the power supply wireing harness from the motherboard and plug it into the tester. It gives led readouts. Its around five dollars. or just simply take it to a computer shop, most will check that for free

Unfortunately, there are not many parts available off the shelf to repair these. It would be simpler to get a power supply with a greater wattage rating than the one you have now.

Look at event log of Windows under management for any errors. Also run speedfan and check out your temps to make sure that its not a temp alarm for the CPU etc.
