No. Both radios are pre programmed at the factory. One is consumer frequencies. the other is business frequencies. They do not overlap or mix.

I have a charging station for the Motorola T8500 walkie talkies which holds two of the T8500. When plugged in only the back slot can be used charge. The front slot does not work.

This is common. For some reason, the GMRS chargers of all brands break often. Unplug the unit. Try lightly sanding the contacts on the front cup/slot. Make certain you do not push them in too far. If you do, carefully pull them out. They should be bright. Then clean the contacts on the radio. If it still does not work, use a voltmeter and test the power is getting through to the battery from the charging cup. The voltage is DC and should read anywhere from 6-12 volts, maybe more.

How do i program my Kenwood PKT-23 and my Motorola CLS1410 to work together?, Thanks

I suggest getting both manuals out and check the frequencies you want to work. Match the FREQUENCY numbers (such as 464.500) not channel numbers. Then you must match the Tones, called DPL or QT. This must be completed on each channel you want to work. It is tedious at times and we charge our customers to set them up. Contact the place you purchased the radios from. They may have a cross reference guide. We used to have to make the guides ourselves, but have nothing on Kenwood radios. It just takes time. Good luck!
