Is it warm outside, and do you have your A.C. on? Dehumidifiers ,just like A.C. systems, remove humidity. If the weather is cold, put an open gallon of water in front of your unit and let it run a day or so. If the bucket gets water in it, and the container of water goes down, then the unit is working.
Coils icing
the unit either has dirty evaporator coils and this will make them ice up,or the unit is low on refrigerant/freon,try cleaning the whole unit of dirt and dust first, then you may need to install a saddle tap on the sealed system and add some refrigerant/freon as these systems seem to leak more often than other sealed systems
When do you use the dehumidifier?
In areas with poor circulation and humidity over 80%.
If the room temperature is close to 60, the coils may be frozen (completely encased in ice). If this is the case, move it where the water can drain off - about 1 gallon which may NOT run into the drain bucket.

Turn off and it will defrost over night.
Only specially made dehumidifiers work below a room temp of 60 degrees (the temp of a basement in winter).
Does it need to be running? A digital humidity sensor from Radio Shack is cheap and may tell you the humidity is OK - only 50% or less.

In order for the Dehumidifier to remove moisture, the coil temperature has to be below the dewpoint temperature. If you check with the weather station and find out what the dewpoint is in your area, then measure the coil temperature or cold line coming out of the coil,it has to be below the dewpoint to get moisture, you can also look at the coil and see if it's wet which will also tell you if the coil is below the dewpoint.
Draining Problem
Mine had the same problem. Make sure the unit is tilted towards the side with the hose attached (hose side low)
