Wont turn on
if it's a 110 volt AC - you could try plugging another electrical device, i.e. hair dryer into the outlet to see if the outlet is working or not.

Heat will not work. just blowes cold air
Few things it could be.
The heat strip itself, the Bi-metal (Heat sensor safety) or the Power that feeds it from the Thermostat. Also there is the Fuse link that is built into most strips.
If you have a voltage meter there are a few simple ways to check the operation.
If your not comfortable to check these I would
recommend having a local
Hvac company service the heat, It's better to be safe then sorry in case there is a
electrical problem with the unit.

If unit runs for long periods of time, it very well could freeze up. Unit will dehumidify any air that is blown over the cooling coil (evap).
Does your unit drip water while it is running? If not, it may be low on freon. Has it ever worked right? I am assuming it is a window unit and not a "Thru the wall" type.
The parent company is Midea-American. Their web site offer virtually nothing but sales pitches. Big waste of time. They work with Toshiba and Carrier but don't know to what extent.
I suggest running the unit one day with the damper in one position and the next day run it in the other position and see if there is any real difference.

An A/C unit is a dehumidifyer BUT Unit are rated in Pints of water, a Unit in Florida might need a de humiditiyer connected to it, the air is heavy with humidity. Another reason is that the Unit is under sized or not allowed to run long enough (?) Infor. on what State you live in would help and the size of the apt. or house the unit is covering. The best T / H would be 70* and 55 H and that would be on the cool side for most people , avg temps in a house would be 74* 65%, body temps are 98.6 most A/C unit are rated at 90* amp temp ( outside ) if the condenser is dirty this will cut the performance on a hot day over 85* Keep unit clean -replace filter (s) . If your getting a 15 degree reading between outside and inside your doing good the best would be 20 degrees ( depending on heat load) windows, and sun. Actic fans remove 30% of the heat -it will drop the temp from 120 to about 85, this can save you a lot of money in A/C bills and help cool the house in warm day when you don't need the A/C.

Most of the cases when tou heard a click on and off is aproblem with the compresor that goes off on overload, when the compresor try to start and is stuck , burned or the starting coil inside it is open it's overheat and goes off by the thermo bimetal switch.Also could be the capacitor, to check it you need a capacitor tester,but if you don't have it you can try to put anew one (no more than 10 $) and see what happend if still the compresor is getting hot and won't turn on it's burned, jamed or open , and you have to replce it ,if it's less than a year old it should be under warranty but if not is an expensive job and you better get a new unit.
