The squelch control is advanced as far as required to quieten background hissing and weak radio signals - the squelch is an adjustable barrier that blocks unwanted signals and if advanced too far can also block wanted signals.

Many portable and handheld radios today employ an automatic squelch.

If the squelch control isn't working it is a job for the repair shop...
