If the motor is a 115/230 volt motor and is running on 115 volts but the wiring is configured for 230 volt operation, the motor will be weak.

The big question is which breaker does it trip?
If it trips the RCD it means current is escaping from the circuit to ground but if it trips the MCB it means too much current is being drawn and the circuit is overloaded.

The former would indicate an insulation breakdown while the latter could be a seized bearing or a serious motor fault.

The motor is presumably a brush-type for high performance in a light and compact package. The brush type motor is electrically very "noisy" and if not adequately suppressed it is perpetually trying to destroy itself and when such a motor succeeds it is usually marked by running slow, lots of sparking from the commutator and brush gear, consuming much more current and producing an entirely different sound. If it is left switched on it will rapidly overheat...

You don't mention the brand or model #, so hard to give any specific advice, but could be it needs some oil to loosen it up a bit so it can slide. The curved trunnions under the table where the arbor swings can use some 30wt. motor oil applied with an old fashioned oil can or a spray of wd40 in a pinch. Make sure to unplug the saw before getting in there to lube it. Also lube points where the wheels that raise /lower the blade turn and rub against metal, and any gear-like teeth on the raise lower mechanism where worms gears engage as the saw goes up and down. Probably just stiff from lack of use, unless the lock mechanism is not unlocking.

If it was mine I would attempt to dismantle the switch to discover and perhaps repair the fault - sometimes it is held together by rivets and sometimes the switch components are glued together.

The variable speed facility means replacing the switch with a different type could be problematic due to possible differences in internal values, though in desperation it could be worth trying.
