Is Microsoft Azure certification worth it?
That really depends on your personal goals and your companies goals.. I recommend going to Microsoft Virtual Academy. It's free and online and there is free courses with certificates of completion on Azure... That way you will get a good idea on if it is something you want to invest in for the paid certification/badge versions of Azure. Do it quickly though because MVA is making changes and a lot of the free courses are going away. Though there is apparently a new version of the free MVA coming out soon too.

What is the best institute for a Microsoft certification course in Australia?
I recommend MicrosoftVirtualAcademy it is free too! Though they are making some changes and will be offering a new version soon but most courses still work and you can get certifications of completion to beef up your resume and learn all microsoft skills. also university of the people is a very affordable all online college with computer science degrees.

I get e-mails but can not send it from my computer with Microsoft
Your Internet Service Provider (ISP) might be blocking outgoing mail from your email client. You may need to use your ISP's mail server as your outgoing email server and or authenticate your outgoing emails with your ISP's email filtering software. I had the same problem a few years back when my ISP (AT&T) setup up some restrictions for outgoing email. I had to register my non AT&T email address with AT&T's email filter and configure my Outlook to use AT&T's outgoing email server. If you have a laptop the simple way to test if it is your ISP blocking your outgoing emails is to take your laptop to a public wi-fi and see if you can send mail there.

Getting the F11 function key to work
If the key still works fine mechanically, then the issue is either the key post isn't making contact with the electrical switch underneath or the switch has failed. You'll have to pop the key out to find out for certain but both are very common reasons for key failure.
