What to do when rebooting Mac and folder with ? is flashing
This icon is an indication that the computer cannot find a working hard drive; or if it has, that it cannot find a viable OS on that drive.
Shut the machine down to power off. Now turn it on and hold down the option key. Do any hard drives appear on the screen? If not, your hard drive has gone bad or has somehow disconnected itself. If so, choose that drive and hit the return key. If your machine boots, login and use System Preferences / Startup Disk to re-establish this drive as your startup drive. If not, this drive doesn't contain a working OS.

If your iMac is an Intel Core 2 Duo running Leopard, it's certainly not a G4.
From the symptoms described, you have either a bad LCD panel or a bad LVDS cable. Either way, what the tech told you is wrong. They can both be replaced. Whether it is cost-effective or not is for you to decide.
Can I connect my apollo 2250 to my old imac?
OS X drivers for the Apollo 2250 apparently exist only in 10.5 and 10.6, both of which your iMac G4 is too old to run.
If you have this printer attached to another computer on your home network, you could activate printer sharing and allow your G4 to print to it that way.

If it runs all the way from top to bottom, will not go away, and perhaps flickers or vibrates, it is quite possibly a symptom of a faulty LCD panel. Attach a second display using the auxiliary display port on the rear. If the white line does not show up on this display, your main LCD panel is faulty.
Main LCD panel replacement on this model is not a difficult job for a certified tech. The panel can be had for $80 used (17" screen; other sizes may vary).
Imac screen moves around with cursor
Is your screen image also magnified?
It sounds like you accidentally zoomed the screen, which you can do by holding down the control key at the same time you are rolling the wheel on the mouse. When you do that, the screen will follow your mouse so that you can access portions of the screen that have "zoomed off."
Hold down the control key and roll the mouse wheel until you have zoomed all the way back in. Alternatively, visit System Preferences / Universal Access and modify the Zoom options to suit yourself.
I mac g4 kernel panic cant boot from CD to format
This message indicates that the CD you are attempting to boot from is a release of the Mac OS which is incompatible with this model of Macintosh. I would recommend a retail disk of Tiger or Panther for this vintage Mac.
Unable to turn on the computer and power supply is
The iMac G4 will refuse to turn on if the logic board battery is dead. Since this model Macintosh is now about eight years old, it's quite reasonable to suspect your battery is dead. Battery replacement is a relatively simple task for a certified technician, but unfortunately the battery in this model is not a user-replaceable part.

Unfortunately, it wasn't just an icon -- it was your entire Safari application.
You can copy the Safari application from another Mac running the exact same version of the Mac OS as your machine, using a CD or USB stick.
Computer sounds like it is starting up but screen
It is quite possible that your monitor has gone bad with age or impact. Fastest test is to hook up a separate display using the auxiliary monitor port -- if you get an image on that monitor but not on your main monitor, and the rest of the computer operates properly, your LCD panel or inverter has gone bad.
Either is a relatively simple fix for a certified technician. The inverter MSRPs for $60-80 but can be found for as little as $16 used. The LCD panel MSRPs for $250-300, but can be had for as little as $80 used. Prices quoted are for the 17" version iMac.

Well, I just checked from my Facebook account, it looks like you do still exist on there, so that's good first step.
I think the problem you're running into after your brother used your computer is that it's logged into his account instead of yours.
To solve that, go to facebook.com.
Then, click "Account" (upper right corner) and click "Logout".
Now, you can log in by typing your email address in (upper right, again, where it says "email") and then entering your password (if it doesn't fill it in automatically for you).
Then just hit "Login" and you should be all set.

Imac g4 won't start
Are you sure the iMac is really shutting down or just turning off the backlight? The tell-tale sing would be to let the unit fully boot-up (wait 3 minutes) and the press the button the apple keyboard that ejects the CD-ROM. If the CD-ROM door opens, you iMac is running with disabled or broken backlight.
The inverter circuit on the iMac G4 is known to be weak.
There could be another problem, though. The iMac G4 is also known to have weak internal power supplies. Here's how you can tell:
Hold down the CMD OPT "O" and "F" keys at the same time while pressing the power button. This will tell the iMac that you want to boot into the Open Firmware shell, bypassing the Mac OS X startup. If this works, your power supply is good, the inverter is good and you have a problem with your Open Firmware boot string. To fix the boot string, Power on the unit while holding down the keys CMD-OPT-P-R to zap the parameter RAM (PRAM) and reset everything to defaults.
If you were not able to boot into the Open Firmware shell, your problem is either a failed power supply or a failed screen backlight.
The last possible culprit is your iMac could suffer from "Bulging Capacitor Syndrome", where a batch of iMac G4s, iMac G5s another electronics were fitted with a bad batch of capacitors. Eventually, the caps will rupture and cause irreparable damage to the logic board. Only way to verify this is to pull the unit apart and visually inspect. If you see little green or blue cylinders that seem to be bulging or oozing a thick oily goo, that's your problem. Only recourse is to shop around on eBay and look for a replacement logic board.

Sounds like you're using the "Spaces" function and inadvertently causing it to activate. Sometimes an extra keystroke will cause this...
Try accessing the shortcut control panel in the system preferences..It's in the keyboard/mouse control.
You can set the keyboard shortcut to default or scroll thru the list and check for typical wordprocessing keystrokes that may be controling Spaces... try disabling it.
Flashing question mark folder...
Use you original startup disk to repair your drive and setup the startup drive for booting. If that doesnt work you may have to reinstall the OS.

Sounds like possibly the motherboard has thrown in the towel.
1 thing to check is did you apply new thermal paste to the processor before putting motherboard back in?
Did you make sure all wires were seated as you pushed motherboard back in?
Choppy video
The G4's are getting dated. Video playback may or will be choppy, may be time for a newer unit.

Try to use just the keyboard to slove this problem.
Push the Window button near the leftCtr button, and enter with the arrows key in "Control Panel". After that, enter in "Mouse". Use TAB key and the arrows to go in folowing option "Hardware"/""Properties"/"Driver"/"Update Driver" and install.
