the clicking on and off is the overload protector clicking. If your compressor is good then the start device is probably bad. these are usually easy to replace. Remove the start device and shake it. If it rattlles it is most likely bad.
I don't know if this is your problem, but my sister had this problem before. When I checked the area, it was clogged with dried soda. The kids allowed it to splash up when ice dropped into the glass. The sugary drinks will dry sticky and not allow the dispenser to dispense. I used very hot soapy water several times to melt the sticky buildup. Her fridge has been working every since. It is possible you compressor is not running, I would look at the relay to the compressor as your problem, if you have a variable speed compressor, the board has failed. I would need a complete model number to verify which one you would or possibly need.

Your refrigerator has a defrost wiring system in the seal to keep moisture out.
They run continuously on older units and some newer ones too.
Depending on the age of the fridge, some rarely have thermostats or timers on the defrost seals. But like I said they're rare to have a thermostat on the seal heater.
Those seals with their defrost wiring inside are some of the reason that manufacturers changed the defrost approach to get energy saving ratings.
Auto defrost, timers and defrost thermostats are state of the art now and cost less for you to run in your house.
If your symptom is new, or you notice the door seal heat too hot to touch, then your seals have a problem. You need to call for service because overheating defrosters may not shut off.
Warm seals are most likely a normal condition for defrost system on your fridge.
Make sure shut off arm is down, if it is, first thing to do is make sure water is entering ice maker, If not check to make sure inlet valve is working.Can be found where water line enters refrigerator.
