Yes, you must clean the unit from dust using an air blower and soft bristle paint brush. Do it gently, don't give pressure on the parts to avoid solder joints to crack and create new problem.
Check the power supply board's fuse, you have mentioned that the main fuse is intact, check the other fuse near the voltage regulator IC (STR IC that mounted on the heat sink). Let me know its status to assist you further.

This is more likely a power supply failure. Most causes of tv failure are due to bad capacitors on either a system board or the power supply. In this case, it sounds like the power supply. You can test the capacitors with a capacitor tester to determine faulty capacitor. You can also test other components like power supply current with voltmeter or mulit-tester.

You can try to unplug and then plug it back in and see what it does. If you just hear one loud snap when it went out and not more noises, then its likely your Horizontal Output transistor that shorted out. I've seen one that just needed to be resoldered, it was soldered too close and ARCed causing the snap and shutdown, then it was shorted but just temporarily. If you plug it back in and then it thumps over and over, then you have a short somewhere, usually on the 210 volt line (video output ICs) or on the +-24volt line (convergence ICs)

You have the center sound on in your menu, just turn off the cneter sound option and it will all come back on

Check for convergence failure.
Convergence Gallery Try adjusting convergence in user menu. If convergence display is messed up or adjustments do not work correctly, you have an Intermittent short circuit within an STK IC.
Look at menu screen with an unused input (antenna or video). If menu is stable and clear, TV may be OK and you may have a signal input problem.
If it is not poor quality input signal or convergence problem, someone has to troubleshoot to determine if it is a Video, Processing, Power supply or CRT related problem.

If blinking power light you proceed one way, if no power light you approach it in a different way.

Yes unplug the TV for 5 minutes and hold the menu button down while powering it up for 1 minute then release the button and press volume up 6 times followed by down volume key 4 times.
