The element is failing and while it will probably not catch fire, it is better to be safe than sorry and just replace it. Does not look like a replacement element is offered. The manual for some Hamilton Beach Toaster Ovens are available from the Hamilton Beach support site, http://www.hamiltonbeach.com/use-and-care/use-and-care.php . However, the 22708H is not currenty available. The 22708, 22708C and 22708W are available. (I also see a 22709H and 22704H).

I would say that it sounds like the bottom element isn't working. I am assuming that you can tell that the fan for the convection feature is running. You should be able to see through the glass door to see if the element is heating up.
