My pc speaker volume keeps fluctuating

Most likely the potentiometer is used. If it's a cheap speaker set just buy a new one otherwise you will have to open the speaker case and replace it. Even if you succeed in fixing the potentiometer, it will be borked again very rapidly.

Can 2.1 pc speakers work thru headphone jacks?

No it's not possible to have a sound. Because the HDMI and the Headphone (3.5mm jack) are on two different technologies.

The monitor does not have a way to convert the sound from HDMI to Headphone.

There could be a converter that might convert the sound signal from HDMI to headphone (but I'm not sure).

I pluged 110w system into 220 i hate to throw

I think you mean 110 (or 220) volts, not watts (w).
Whether it can be repaired is very dependent on the protection Logitech provided on the AC input. Because of cost, it is pretty primitive but it wouldn't hurt anything (anymore) to gain access to the innards and check to see if there is an internal fuse that you can replace. If you see signs of flashover (burned areas) the unit is probably junk.

Logitech X-540 limited sound

why dont you have them all hooked up? I have the same speakers but I the model that only has 2 speakers. Try pluging your audio cable in the front where you would plug head phones in. Assuming that this is a desktop.

Can I have my Logitech X540 Speaker system thru my tv

HERE is a link to the Z-540 manual. It should help. Connect the green plug from the audio input cable to the "line out" jack on your TV. Do NOT use the black or orange plugs. WIth a 2 channel card like your TV's you will not get sound from the rear speakers unless you enable matrix mode through the remote.

Hope that helps!

Speaker static when volume is changed

There is dirt or corrosion on the track of the potentiometer for the sound

One test is to rapidly turn it full on and off about a dozen times (with the unit powered down ).

If there is anything on the track that sometimes shifts it or polishes the track clean

Proper fix is to get a tin of switch cleaner with a lubricant in it such from Tandy or Maplins take off the knob and spray a good dose down between the shaft and the retaining nut.

Give the knob a few good full rotations and check it out

If that does not work you need to remove the covers to get access to the potentiometer to get some cleaner inside it
