Power surges can do a lot of damage unfortunately...what you need to check is to see if the main board is telling the power supply to turn on and enable PFC...Look for a pin labled PSON or PWR-ON that is the signal that comes from the main to the power supply to tell it to come out of sleeping mode and turn on, put your test probe on that pin and turn the set on and see if you see a voltage change there...because all sets are different I can't tell you exactly what voltage you should see but it should either go up or down ...see if you have that
