First, try checking the USB Ports of the Notebook by connecting different devices to it.
If none of the
Devices are detected, try following the steps to uninstall and reinstall the USB devices from the Device Manager :
Press hold the Start Menu and the R key.
This will get the Run command box.
Type devmgmt.msc in this window and click on Ok button.
The Device Manager window opens.
In this, click on the + mark next to
Universal Serial Bus Controllers.
Right click on each entry under this and select
Delete/
Remove.
Repeate this steps untill there are no entries left under
Universal Serial Bus Controllers.
Now, after all the entries are deleted, restart the Notebook and cancel any window that tries to install any Drivers.
Now, download the latest
Chipset Drivers from the link below :
http://downloadmirror.intel.com/16023/a08/infinst_autol.exe
Save the
Drivers in the Notebook and double click to install.
Restart the Notebook once the installation is completed.
Check by connecting any
USB Device to the Notebook.
If the issue with the
USB Devices persists, try installing the relevent update from the link below for
32 Bit and
64 Bit Vista :

If the issue still persists even after installing the relevent update, try performing
Windows Update after connecting the
USB Device to the Notebook by visiting the link below :
http://windowsupdate.microsoft.com/
