Check the remote control for its infra-red emission. Check it with fresh batteries. Check by pressing each button on it at a time; and see whether all of it generates infrared signal while pressing. the capacitors on the display circuit are bad.
you can search your model on ebay and buy replacements to solder on yourself or pay a pro to do it for you.

everything i search indicated that there is no reliable manufacture warranty, so if you bought your tv from newegg, amazon, or eBay you should talk to them to see if you can get a replacement. or if you got it locally target, Walmart, or whatever you can return it for a new one.

diy solutions
the capacitors are most likely bad and if you know how to solder, you could fix it for as little as 15$ from ebay. if you dont then buying the board for 50-100 and swapping the boards is also possible.

Hello Frank,

This is a very common problem with this model. The problem is caused by a failure of the filter capacitors on the power supply board. The board is easy to repair, you will just need to replace the 13 bad capacitors and your TV will be as good as new again. The repair will require a little soldering but it is easy to do. Here is a link to a repair it with the parts needed to do the replacement.
