the way the computer will say that the printer is out of paper, is because the printer is telling the computer it is out of paper.

the way the printer thinks it is out of paper, is because the small detector that detects if paper is in the tray is telling the printer that there is no paper in the tray.

make sure that the paper is placed properly in the tray, and that the detector is working.

you can fool the detector by either placing weights onto the tray to imitate paper, or by place objects into the tray near the detector. (be warned, these could possibly lead to damaging your printer if done without being careful)

Re-install the printer ribbon. It's probably slipping or dragging on the head mechanism, and the printer synchronization control is slowing everything down to compensate.

Oki printers are known for boards going bad even from static discharge from your hands. More than likely you have blown the main board. I have replaced way too many Oki main boards, if you like the printer, replace the board. Otherwise get a lexmark line printer.

Try to perform an offline test print using your printer alone
To do this, power off your printer first
Press and hold the LF/FF button on the printer panel then power on. The printer will perform its own printing ( lines of pattern )
If it does it without problems ( no MENU lights came on ) the printer should be OK. If not try replacing the printer main control board.

If text did not line up as planned, your TOF ( top of forms adjustment ) isn't correct. Just correct it using the button on the panel. If after printing 1 page or so and then it begins to go out of place, most probably you hv set the page lenght incorrectly. To correct, enter the MENU on the panel and set the correct page length.
Lastly if printing garbage, most probably you have selected the wrong emulation on the MENU. Correct by entering MENU mode ( press ' SHIFT+MENU ' button together ) and select the correct emulation.

Press SHIFT+MENU together to enter MENU mode
press GROUP until it prints EMULATION - make sure it doesn't shows UTILITY

Try setting the page lenght using the printer panel
To do this, enter MENU mode by pressing SHIFT+MENU
press GROUP button until prints REAR feed or BOTTOM feed ( depend on where you load the forms from )
Press ITEM button until it prints form length
Press SET to change length as required
To exit, repeat SHIFT+MENU

use the HP laserjet 4 or 4000 print driver. this is the most basic print driver and has played nicely with the older printers
