If you can not power it up without the battery then you have a bad charger.
The battery has just enough life to turn it on and then shuts it down due to a weak battery.
If you are going to buy a charger I recommend you take your computer in with you and make sure you can power it on without the battery.

if u want to whipe the hard drive its easyier to go to control panel in start menu and go to uninstall programs and youll get a list of programs u can uninstall or you could revamp your computer to original settings like the day u bought it in the same menu
