How do I adjust the
Tilting on most Monitors is designed to require some force to prevent it from slipping.
Gently yet firmly hold down the base of the monitor on the desk with one hand. Then place a second hand on the bottom of the screen and pull it towards you using even pressure. It will slowly move.
Please also keep in mind that your monitor may not be able to tilt much. If you need it to tilt further, you can buy an alternative stand for it.

The connecting cable or the video card would be the first suspects. Try a different cable to connect the monitor first, if there is no change, the video card in the computer would be second to look at. Can simply connect a different monitor to your computer to troubleshoot this. If the testing monitor works, it will be the graphics card that is the issue.

Vga connection to the mother board
If your motherboard doesn't have a VGA connection, then that means it most likely does not have an integrated video card. If this is the case, then you will have to purchase and install a video card. It is very easy and your local Best Buy should be a great resource. The geeks there are usually very enthusiastic about explaining how to do it. I use to order from newegg.com, but they have become very commercialized and overpriced, like Best Buy. You can check tigerdirect.com or my favorite Amazon.com. Samsung syncmaster 223bw At first when the monitor
Most new LCD tv and monitors color,brightness,vert.hold, horz.hold,resolution, ect., are all controlled by a single programmed EEPROM, that costs more to replace than a new monitor/tv. You pay for the programming, not the chip.
