First you have check on tv is there same problem as you see on the camera LCD?
If no and only see on the camera LCD then there is one wire problem which is attached with Main board to lcd board.Its call flexable wire need to replaced this.
I had the same issue. I pressed and held various buttons and it apperently worked. This is exaclty what I did. Whether it is correct method or not, it resolved the vertical scrolling.
1- I had the camera siting in it cradle with the power cord connect to it. I pressed the tiny reset button
2- I pressed the easy mode and wide select buttons
3- I pressed and held the START/STOP button until it stopped scrolling. This seemed to reset everything and I had to reset the date and time which was no big deal.
