Use a VGA (RGB) cable to connect it to the TV from the computer. If you have a desktop computer, you have this cable already connecting the PC to the Screen. Or you can use the HDMI cable.
Turn the poer off, connect the PC and TV with the cable, then power on
From the TV menu select the appropriate input source
From the PC desktop, select the appropriate resolution.
You should be able to get the computer screen display on the TV pretty easily.

Check capacitors on top right corner of power supply. Mine had two 2200uF 10Volt capacitors bulging at the top, one was leaking. I replaced these and the problem is gone. You can order the capacitors on ebay. Board had two 2200uF 10volt caps and three 1000uF 25volt caps, all in the top right corner.

Try to play with DVD player. Also try to test on another inputs. If the problem persists, the main board may be defective. Another reson could be the T-con board. To find out whether the T-con board or main board cause problem, you need open the TV and check inside.

most likely the lamp or inverter is bad.

Check to make sure each lamp is inserted properly into it's socket and make sure each wire that goes to each lamp is not loose.

The inverter maybe going bad as well.

I would check the LG website for a software update. I have a Sony and had white sparkles. After downloading their driver update, it fixed the problem along with a few other issues. Good luck.

You either have a bad Main bd and or a bad Power Supply. Have a trained Samsung tech troubleshoot the set.

The T-Con bd is probably going bad. Also the Main bd could be bad. Have a trained samsung tech troubleshoot the set.

You probably have a bad Main bd. It is not remembering the last setting it was set to. Also, there might be a Firmware upgrade for this problem. Contact 1-800-Samsung and ask for tech support to see if they have a Firm ware upgrade for your model. They can send it to you in the form of a Flash drive or you can download it from the Samsung website into a flash drive and then plug it into the USB port on the tv.Follow the indtrustions to a tee.

NTSC and Pal are mainly related to Cable/Air reception. Unless you are trying to connect a SCART cable, you can probably just use the video inputs of the TV. Power Supply differences will be the big issue probably.

Mine was doing the same thing. Opened it up and had 2 bad capacitors on the power supply board. If you take off the back it is the board in the center. The bad caps are seen by a slight bulge on their end. The ends sticking up have a cross shape imprinted on them. They should be totally flat. The bad ones will be swollen slightly. The bad caps on mine were 2200 uF 10 volt. Note the orientation and replace. They are very cheap. Just use the high temp ones. 105C. Took me less than an hour to replace and be back up and running.

Sounds like your power board, cost about $100.0 plus labor worth fixing

On LCD the only possible cause for chirping sound and delayed startup are:

Power leakage on inverter board. Bad electrolitic capacitor either on power board or inverter board. Problem on LCD control board.

Test and eventually replace inverter or power board. Clean inverter and power board from dust that can cause shorts and power leakage.

To find the fault , the first step is visually inspecting boards, looking for a bulged or leaking capacitor, blown components, burnt areas on board.
Then the boards are tested using a multimeter and following indications on service manual.

If the model is not the one in title, but a rear projection or a CRT, check also CRTs, ballast board and alignment circuits.

i just took mine into the shop for the same problem, very irritating hearing it turn on and off all the time just to start, it would take like 10 minutes for my tv to finally turn on, the technician at the shop said the power supply was bad and i wasn't getting enough power to the main board to turn the TV on, 200 bucks later, I am happy, fix it, it is worth it.

Buyer beware, just a scam for them to get more money out of you, just use what you got.

Replacing the capacitors would be a good start. Replace all the ones with the same capacitance and voltage rating even if they do not look bulge.
