I have a dell 8400
the bios monitors the processor Temperature and increases fan speed if its gets hot. I recommend, get a can of air and blow out the processor's heat sink, as it could be getting dirty and preventing air flow for cooling. otherwise you have some software that running the CPU at a high rate for a long period of time. Use control +alt +Del then switch to task manager, if you click on the CPU heading it will order the tasks by CPU usage, look for the ones that are at the top of the list. note:system idle process should always be way up there 95-100% CPU, this on is OK. all else look into. you can "end task" one the offensive one and look up more details on the web about that application.

CPU Fan sounds like a jet and computer won't start
It sounds more like the hard drive, the fan has nothing to do with your computer booting up. If the hard drive is starting to go bad it will not boot up, that's what it sounds like your computer is doing. I recommend checking out the hard drive and replacing it.

The fan is drawing too much current from the motherboard causing the power supply to go into protection mode. Try replacing the fan with a new one and see this this does not fix the start up problem. You should check out your power supply and see if it really delivers enough power to power all the devices in your computer. The power supply could have weaken due to overheating and aging. Try checking the voltages with a software device like speedfan or hardware monitor and see if the voltages are intermittant or out of specs. These programs can be downloaded free from their websites. Just google them to find the websites. If they are you should replace the power supply. Hope this helps you with your problem.
