You'll need to check the PSU first, you might want to buy a PSU Tester for 24pin PSUs.
Then you might want to do a in depth examination of your motherbard circuit components by doing the following...
Look for burned/broken microresistors. You might need a magnifying
glass and good lighting. Any resistor showing a little blob or browning
is burned. Microresistors are those minuscule black, gray, brown or white
rectangles lying all over the motherboard's traces. Check first the
ones near the power supply connector and near the chips, specially one
that says winbond on it, this last ones may get burned from USB
overloading, from using non-self powered hubs also called passive hubs.
You
may check for blown capacitors, capacitors are those standing cylinders
with a plastic cover around them with numbers and letters printed in
those covers. On top they are left without a cover and they are
aluminum color, they may be flat or have one or more grooves runing
across the top. A blown capacitor, looks different from the others
because it looks a little bloated on the top, or may have spilled some
sort of transparent varnish from its bottom to the motherboard or its
top to other components around.
Finally you may suspect of the CPU, athlons get very warm and
they can get burned too. Never start your pc without a cpu.

Have you actually purchased Visio, or are you just trying to get it for free?
As a software guy, I would have to advise against piracy. :)
There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.
My Employer Says They Are Going To Cut My Wages. Can They?
If you are in the middle of a contract, then cutting your wages is almost certainly a violation of your employment law rights. While I am by no means an expert on this matter, I did have a similar issue years ago - mid-contract wage cuts - and I hired an
employment attorney to fight the case on my behalf. It turned out that my employer was basically looking to scare people into taking the wage cut.
They got into some pretty serious legal trouble for their transgression, and nothing happened to me in terms of wage cuts after that. If you are between contracts, your employer can re-negotiate your salary, but as far as I am aware, if you are in an agreed-upon contract, they cannot just decide to reduce your salary. If you want to settle matters, contest this action with support from a legal professional.
