11. Exit Registry Editor.
12. Restart the computer.

make sure that the cdrw-dvd rom is getting enough power test all leads that are attached to the cd-dvd including electical extensions and make sure they have a secure connection or just replace them there might be bad/faulty or the drivers may have been corrupted or you might have a virus run your antivrus program you might have to physically unplug the leads for this cd/dvd burner then plug them back in this should activate the found new hardware wizard or you might have to uninstall then reinstall your DVD/CD or uninstall the driver then reinstall for this device Click start control panel administrive tools,computer management,device manager scroll down cd-dvd rom drives you might see a yellow question mark ? right click you will have options to update driver,roll back driver,or select properties general troubleshoot, select driver click to reinstall drivers click update driver or uninstall then reinstall

You can do this yourself
Insert the disk into a working computer's CD drive and copy the folders onto an USB flash drive, then insert the USB flash drive into your Toshiba and copy the folders off the USB flash drive onto your Toshiba.

try a remove and reinstall of the drive.
press the bottom right side to get tab out.
remove the drive while the laptop is on.
then replace it and let the laptop find the drive.
it should then work.

It is most likely jammed. If you look on the front of the drive, there should be a little hole. Use a paper clip that you have straightened out and insert it into the hole. When you feel resistance, push it hard carefully. The hole is an emergency/manual tray release. It should pop the tray out. If you can't get the tray to release and you have a CD or DVD in the drive, you will have to take the drive out of the system and take it apart to get the platter out. Of course this means you will have to buy a new drive as the old one will probably be unusable, even if you try to put it back together.
