Does the TV shut off if a signal from the scart is selected?
Philips sets have an annoying habit of going into standby after a very short time if there is no video for the synchronising circuits to lock onto. I find this a nuisance when I am searching for a signal from satelites when you move the dish.
By quickly changing channels you are resetting the shut down circuit.
This must be a time-out circuit controlled by a capacitor charging (I suspect) which has gone low in value, probably electrolytic. Replacing the capacitor should solve the problem.
Lines at top of screen
I have seen issues with complaints of raster with vertical retrace lines at the top of the picture and capacitor 2494 needs to be removed.

You can simply do a search online for anything. Start with Howard W. Sams AKA sams photofacts, Http://service manuals.net, and go to almost any manuafacturer and type in the maunfactuer and downloads, ie panasonic downloads, toshiba downloads mect ect. its all for you online.. - Turn on your Philips Magnavox FW530C mini Hi-Fi stereo manually.
- Press and hold the "Code Search" button on your Magnavox remote until the indicator light turns on.
