Cable input is grounded
This isn't an answer to your problem, but I just wanted to point out that your continuity tester may be misleading you. Cable inputs often have transformers on their contacts, both for impedance matching and to help isolate sensitive electronics. Those transformers are usually just a couple of turns around a very small iron core, and while they may look like a standard 75 ohms at VHF and UHF frequencies, they will look like dead shorts to a DVM or continuity tester.
Regarding your digital channels, I was somewhat surprised to discover that modern digital TV transmissions use the same VHF and UHF bands older analog TV did. And if the cable signal is poor for any number of reasons, it will still mess up the picture. Only now, instead of snow in the picture, you get weird pixelation that can resemble some kind of acid trip. If you're using an antenna, you may have to check it, its cable, and any new structures or structure changes in the area. If the signal comes in from a cable provider, you might have to get them to come and test your levels.
Osd is saying the main menu is locked how do i unlock

In the TV Menu Settings menu you can
select TV Button lock to lock the TV
Menu and the side panel buttons. When
this option is enabled, only the power
button functions. To unlock the TV Menu
and side panel buttons:
1. Press the Menu button on the TV. A message appears stating that the TV is locked
2. While the message is on the TV, press the channel up and volume increase button
simultaneously.
If you are using the DVI connector, you may need to verify the following settings:
Source - The default setting is Auto. The T V automatically detects if a computer (PC) or video
device is being used. If the image does not display correctly, you can select the source, PC or
Video, depending on the device you are using.
Color - The default color space is RGB. If the colors are not displaying correctly, you can change
the setting to YUV.

Exactly one day after warranty expired no picture
Is your television turning on? If not, try to plug it into another outlet to see if it does. If not, thats the power supply (unless you tripped a breaker of course). If there is neither sound nor a picture (try to see if you can see the channel change) even after trying another outlet. This is a power issue with the television itself.
If you can hear sound but still no picture, take out the video card and unplug the tv. Wait about 2 minutes then plug in the tv and put the card back in.
If it is turning on. Try to connect another device such as a dvd, vcr, speakers, etc. (make sure your on the proper input). You can locate the input by where you plug it in on the tv as it is labeled. If this does work, you will need to replace your video card.

Lines on the panel are a problem with the display panel and the small circuit boards that connect to the panel. There is most likely a poor connection around that area of lcd display, the circuit boards or panels are on the side (either side or possibly both sides) and on the top or bottom.
Try pressing on the edge of the screen, on the plastic around the area of the line and see if it changes. There is probably a poor connection there.
if that is the case to properly fix the problem you would have to take the whole tv apart - inspect that connection area, resolder very small connection cable, theres a very high chance of making the problem worse or losing picture completely in that area of display..
Some people fix these problems by pressing or hitting the tv on that area. I DO NOT RECOMMEND hitting your tv, but as it is a connection problem that might help.
If problem doesn't get better by resoldering connections then most likely the whole display panel needs to be replaced and this will cost more than a new tv.

I bought an Dell W2306C LCD/Monitor 5 years
I hate to "Rain on your parade" as it were, but at 5 years old, and the fact you have had a "Catastrophic Failure" really puts this monitor into the "Should-we-spend-good-money-after-bad" Really once a failure such as this occurs, it often places so much stress on the "Other" components, through the massive current draw, thats caused the initial failure. That it will just "Chain Fault" once repaired. This is in my experience anyway.
Poor picture quality on cable input
Try swapping some cables around, like the skart lead from the dvd(if scart) for the cable one, if the picture problem swaps with the lead then thats the problem. If it doesn't try settings on the cable and tv, if the cable is sending nvbs signals and the tv is set to pal then this can also occur.

if all the screws are out, you should be able to grab the left and right side top part, and slighty **** the rear cover loose. be careful, on the lower right corner is a connection with the side output board, once u get it loose, unscrew the screw, and disconnect the plug, otherwise, look for signs of dry glue, someone could of possibly glued a couple of screws to the inside of the rear cover. questions, email me.
