If it turns on and goes off each time you turn the car on, it is not the fuse. If the fuse were blown, it would not turn on at all. Based on what you have told me it sounds like a capacitor in the power control circuit has gone bad.

I have a Cobra ESD-9117 that wouldn't turn on. There was power at the plug end. I took it apart and took the power/volume button off. I used a magnifying glass and found the contact for the power must have bent from all the years of use. I bent it back and all is good again.

Maybe the fuse for the accessory port / cigarette lighter is blown. Check the fuse map for your car and confirm if the fuse is good or not. Or, if you have another device that uses the port, plug it in and see if it gets power.
