Hi,
There are many reasons for a dehumidifier to not work or collect water.
Here is a tip that I wrote to help people to figure out what is going wrong with their dehumidifier.

Check Zener Diode (ZD2) on the board to see if its shorted.

It either needs a new fuse or a new ZD2 diode. Both fixes will require you to take the unit apart. The fuse is easy to replace, but the diode will require soldering. Check out ... http://www.fixya.com/support/t611765-dehumidifier_just_quit_working

Check your model number again, Haier doesn't recognize this number.

You could either have a dead short somewhere or a seized compressor.

Had the same problem with two HDN455's and took them to a local electronics repair shop. They replaced a Zener ZD2 diode for a total cost of $53 and now is working fine.

First ! you are trying to use this dehum in cold weather conditions. this time of the year there is little humidity in the air. best conditions for the dehum to work will be when the temp. is 65 degrees or high, and the humidity is 60% or higher. if you don't trust what I said then take it to sears to be checked out.

presence of oil indicates a leak in the pipework somewhere. not worth repair

Check the fuse on the board. If the fuse is ok
check Zener Diode ZD2 on the board to see if its shorted.
If it's shorted replace.

that grill like area may be the dehum's coils. Yes they have to be cleaned. You use this dehum every day and so you have to clean it more often. See if you can with a small brush and a vacuum. clean it. Or if you have an air compressor you can blow it out.
Keeping the dehum clean will allow it to work better.

I believe it is highly likely you've got a short somewhere in your unit. The highest probability is that the cord is compromised. If that's not it, you could have bad winding insulation in the motor. It shouldn't be difficult to isolate the problem if you know your way around a multi-function volt/ohm meter.

i don't know. on my generic unit, mine won't start untill i reseat my bucket.
